2019年7月，黎智英赴美，與美國副總統彭斯及美國國務卿蓬佩奧會面，期間討論了香港情況，包括香港修訂逃犯條例的發展及香港的獨立關稅區地位。他說，我們正在同美國一道與中國進行一場價值觀的戰爭，是在敵營為美國而戰（We in Hong Kong are fighting for the shared values of the US against China. We are fighting their war in the enemy camp）。他又呼籲美國議員現身香港「支持」運動。
訪美期間，黎智英揚言：「我們從外部世界得到的支持愈多，我們的經濟對中國的依賴就愈少。我們愈感到獨立，就有更大的力量去反抗中國。」
